What can we do about our neighbors from Hell?

A year ago a new family moved into the house across from ours. They seemed nice enough at first — we chatted a few times and even exchanged gifts. But I guess as the pandemic started and we all started staying at home more, our neighbors have become increasingly annoying. As part of their Halloween decorations, starting in September, they played very loud music with speakers on their front porch, pointed toward the street (and us.) The music would play from 4-10pm even when they were all inside... We asked them to stop playing the music at least by 8pm so that we might have the time to wind down peacefully before bed. They agreed and the music stopped altogether for a few days before starting up again just the same.In addition to this, the parents and their 4 kids are frequently outside in their driveway. The adults sit in lawn chairs and talk, music is blasting, and the kids scream bloody murder as they play. The parents let the kids play with (I assume) empty paintball guns, which still make a loud whoosh of air when triggered. This past month they purchased a golf cart. They let their young children drive the golf cart up and down the street, or sometimes the father drives... blasting music again...Today they have spent a better part of an hour driving up and down our street with a huge Trump 2020 flag attached to the cart, playing music loud enough to hear every single word from our living room. The kids are chanting “Trump, Trump, Trump!” I wish I were making this up.What the heck can we do about these inconsiderate neighbors?Edit to add: We have an HOA but I don’t see anything in their contract about noise complaints and the like. Mostly people just complain if you leave your trash cans on the street or forget to mow the lawn...Here’s a pic of the cart today.
